Sometimes people need to face the truth, and not saying the truth just because you don't want to offend someone is not going to help anyone, especially in a work environment.

If a person is dropping the ball on something, they need to be told that and should be advised to get help. It is the truth. But say it with kindness and politeness. A lot of people misinterpret this as being rude or being a jerk and avoid stating the truth. It is not, as long as you are giving feedback in a polite manner.
